Abstract: People management in the Brazilian federal public service has been increasingly challenged by the intensification of institutional demands, contemporary organizational transformations, and the impacts of these dynamics on employees’ health and well-being. In this context, this dissertation aims to analyze humanized management as an organizational strategy within a public university in the Amazon region, articulating theoretical foundations, institutional analysis, and employees’ perceptions. The study was developed through three complementary chapters in the format of scientific articles. The first chapter consists of a scientometric analysis of the scientific literature on humanized management, examined through the lens of the human caring theory, with the objective of identifying trends, gaps, and theoretical convergences, highlighting the contribution of human caring theory to humanized management. The second chapter analyzes the phenomenon of mental distress in the public service, focusing on sick leaves due to mental disorders at the Federal Rural University of the Amazon (UFRA), relating them to practices of moral harassment and discussing humanized management as an institutional strategy to address these issues, in light of federal regulations and institutional documents. The third chapter presents the results of the field research, conducted using a mixed-methods approach, with the application of a questionnaire to managers, administrative staff, and faculty members at UFRA, totaling 182 respondents, with an estimated margin of error of approximately 6.6% and a 95% confidence level. Quantitative analysis revealed heterogeneous perceptions regarding humanized management practices, while qualitative analysis, based on thematic analysis, identified core meanings associated with weaknesses in institutional dialogue, participation, and recognition. The results indicate that, although there have been normative advances and initiatives aligned with innovation and the modernization of people management in public administration, challenges remain for the consolidation of effectively humanized practices in everyday organizational life. It is concluded that humanized management has strategic potential for strengthening work relationships, promoting care, and addressing mental distress in the public service.</description>
